NAPLES, Italy (CNN) — Italian Prime Minister Silvio Berlusconi announced Wednesday that he has appointed a new “garbage czar” to combat a crisis that has left the streets of Naples awash with trash.

After a cabinet meeting in Naples, Berlusconi told reporters he had tapped Guido Bertolaso, head of the country’s Civil Protection Department — the unit responsible for dealing with national emergencies.

In his role, which becomes effective within 30 days, Bertolaso will have the authority to open new dump sites and landfills in the region to alleviate a problem that has dogged the city for years.

While central Naples is lnow argely clear of trash, the situation in the surrounding areas — especially the city’s outskirts — is dire. Tens of thousands of tons of uncollected garbage remain piled up on streets and in alleys and the odor permeates the air.

The problems flared December 31 when the Italian government closed one of the area’s two working dumps at the request of nearby residents.

That led to trash piling up on city streets, and some schools were closed to protect children from the noxious fumes.

WASHINGTON (CNN) – The nation’s largest publicly owned utility company may be vulnerable to cyber attacks, according to a new report.

The Tennessee Valley Authority, which supplies power to almost 9 million Americans, “has not fully implemented appropriate security practices to protect the control systems used to operate its critical infrastructures,” leaving them “vulnerable to disruption,” the Government Accountability Office found.

Simply put, that means a skilled hacker could disrupt the system and cause a blackout.

Rep. James Langevin, a Rhode Island Democrat, fears the problem is much larger than just the TVA.

“If they are not secure, I don’t have a great deal of confidence that the rest of our critical infrastructure on the electric grid is secure,” he said.

The TVA operates 52 nuclear, hydroelectric and fossil-fuel facilities in the southeastern United States.

NEW YORK (CNN) — Harlem isn’t the first place that comes to mind when one thinks of a movie premiere. The Chinese Theater in Hollywood? Definitely. The Ziegfeld in Manhattan? Of course.

The AMC Magic Johnson Theatre complex on 125th Street? Not so much.

But there were Harrison Ford and Shia LaBeouf Tuesday evening, right around the corner from the Apollo, grinning and posing for overzealous photographers and over-caffeinated fans at the U.S. premiere of “Indiana Jones and the Kingdom of the Crystal Skull.”

It was a far cry from the South of France, where Indiana Jones was reintroduced to the world last week at the Cannes Film Festival. No gowns, tuxes or diamonds in Harlem. No A-list celebrities, other than Ford’s sweetheart Calista Flockhart.

WASHINGTON (CNN) — The United States will allow Americans to send mobile phones to relatives in Cuba under a change in policy that President Bush announced Wednesday.

Bush said he is making the change since President Raúl Castro “is allowing Cubans to own mobile phones for the first time.”

“If he is serious about his so-called reforms, he will allow these phones to reach the Cuban people,” Bush said.

Bush urged the Cuban government to loosen restrictions further, saying if Cubans can be allowed to own mobile phones, “they should be trusted to speak freely in public.”

They should be allowed to watch uncensored movies and have free access to the Internet, he said.

And he called for the government to implement major free-market reforms.

Relations between the United States and Cuba remain tense nearly 50 years after Fidel Castro overthrew the pro-American government in Havana. The United States has maintained an embargo against Cuba for decades.

Cuban officials on Monday accused the top U.S. diplomat in Havana of delivering money from private anti-Castro groups in Florida to dissidents in Cuba.

JOHANNESBURG, South Africa (CNN) — South African President Thabo Mbeki has approved the deployment of the army to help stop attacks on foreigners that have claimed at least 22 lives, his office announced Wednesday.

Along with the deaths, the attacks have displaced an estimated 13,000 people, local Red Cross officials have said.

Many of the victims are Zimbabweans and others from neighboring countries who have fled repression and dire economic circumstances in their homelands.

The violence began about a week ago in Johannesburg’s Alexandra Township, police said, and has been concentrated in the city’s poorest areas.

Some say the attacks stem from a long-standing feeling among local South Africans that the number of immigrants allowed to stream into the country results in shortages of jobs and essential needs.

One local man reiterated that sentiment in an interview with CNN this week.

“Most of them just have to go back to their country and leave us in peace,” said Diamond Minnaar. “That is the only solution. Or they are just going to get killed. Look at how many shacks have burnt down.”

De asemenea, străinii care provin din ţările membre UE ar putea fi obligaţi să dovedească faptul că au un venit minim legal şi o locuinţă decentă. O altă măsură dură: imigranţii riscă expulzarea din Italia dacă primesc o condamnare definitivă la mai mult de doi ani de închisoare.

Deja carabinierii au început să perie taberele de nomazi de la periferia marilor oraşe. Peste 400 de suspecţi, majoritatea ţigani din România şi imigranţi nord-africani, au fost arestaţi.

Un blestem de moarte s-a abătut parcă asupra unei localităţi din Constanţa. O fată de 16 ani şi-a luat zilele luni seara pentru că a vrut să-şi urmeze iubitul care s-a sinucis recent.

La nici 24 de ore, cel care i-a fost alături după moartea băiatului, un tânăr de 21 de ani, a băut şi el o substanţă toxică. Iar cea mai buna prietenă a copilei,în vârstă de 15 ani, a încercat şi ea să se omoare.

Mai exact, lanţul morţii a început acum două luni, când un tânăr de 23 de ani s-a sinucis după ce a făcut accident cu maşina unui prieten, pe care o luase împrumut. S-a temut de dosarul penal şi a decis că e mai bine să moară. Iubita lui l-a plâns fără încetare. Luni seara, fata, care împlinise 16 ani de nici două săptămâni, şi-a şocat familia. Şi-a aprins singură lumânări la capul patului şi le-a spus părinţilor că n-or să se mai vadă. A aşteptat să adoarmă toţi cei din casă, apoi a băut o substanţă toxică. Sora ei a auzit la un moment dat zgomot, s-a trezit, dar n-a mai apucat să o oprească. Fata i s-a prăbuşit în braţe.

Părinţii Cristinei spun că fata lor era o fire veselă, dar de când îşi pierduse iubitul vedea totul în negru.

55% dintre participanţii la un sondaj realizat de Institutul Guttmacher din New York au recunoscut că au întreţinut relaţii sexuale orale, însă practica este mult mai răspândită în rândul celor care şi-au început viaţa sexuală.

Se pare că doar 26% dintre adolescenţii virgini au practicat sexul oral, în timp ce 81% dintre subiecţi au început să practice sexul oral la şase luni după ce şi-au pierdut virginitatea, iar 92% după trei ani.

Concluzia studiului a fost că adolescenţii au un comportament sexual riscant, expunându-se riscului de a contacta o boală cu transmitere sexuală.

Sondajul a fost efectuat pe un eşantion de 2271 de fete şi băieţi, cu vârste cuprinse între 15 şi 19 ani.

La numai o zi după ce procurorii americani şi români au anihilat o reţea de infractori on-line, care au golit mii de conturi americane, la Drobeta Turnu Severin a fost agitaţie mare.

Aproape 30 de suspecţi au fost ridicaţi de trupele speciale ale Jandarmeriei, după ce procurorii DIICOT au strâns dovezi că aceştia au atacat conturile companiei americane E-Bay.

Nu mai puţin de 28 de locuinţe au fost luate cu asalt de trupele speciale ale Jandarmeriei. Procurorii aveau informaţii că la aceste adrese locuiesc persoane bănuite că au înşelat compania americană. 22 de indivizi au fost reţinuţi pentru interogatorii. Cel puţin zece dintre ei vor fi duşi la Tribunal, cu propunere de arestare preventivă.
