The polar bear, whose summertime Arctic hunting grounds have been greatly reduced by a warming climate, will be placed under the protection of the Endangered Species Act, Interior Secretary Dirk Kempthorne announced on Wednesday.

But the long-delayed decision to list the bear as a threatened species may prove less of an impediment to oil and gas industries along the Alaskan coast than many environmentalists had hoped. Mr. Kempthorne also made it clear that it would be “wholly inappropriate” to use the listing as a tool to reduce greenhouse gases, as environmentalists had intended to do.

While giving the bear a few new protections — hunters may no longer import hides or other trophies from bears killed in Canada, for instance — the Interior Department added stipulations, seldom used under the act, that would allow oil and gas exploration and development to proceed in areas where the bears live, as long as the companies continue to comply with existing restrictions under the Marine Mammal Protection Act.

Mr. Kempthorne said Wednesday in Washington that the decision was driven by overwhelming scientific evidence that “sea ice is vital to polar bears’ survival,” and all available scientific models show that the rapid loss of ice will continue. The bears use sea ice as a platform to hunt seals and as a pathway to the Arctic coasts where they den. The models reflect varying assumptions about how fast the concentration of greenhouse gases in the atmosphere will increase.

Some people are seeking legal advice and medical information, and many younger victims believe that they can warn others about their accused attacker, counselors say.

One in four American women under the age of 25 report that they have been sexually assaulted, according to the nation’s largest rape crisis counseling organization, RAINN, the Rape, Abuse and Incest National Network.

Spanish police have arrested five hackers they describe as being among the most active on the internet.

The hackers, who include two 16-year-olds, are accused of disrupting government websites in the United States, Asia and Latin America.

Police say they co-ordinated attacks over the internet and hacked into 21,000 web pages over two years.

The inquiry began in March after a Spanish political party’s site was disabled after the Spanish election.

The five were arrested in Barcelona, Burgos, Malaga and Valencia.

LOS ANGELES - "The Chronicles of Narnia: Prince Caspian" dethroned "Iron Man" as ruler at the box office, pulling down $56.6 million, according to studio estimates Sunday.

The Walt Disney Co.’s action sequel took in less domestically in its opening weekend than "The Chronicles of Narnia: The Lion, The Witch and the Wardrobe," which sold $65.6 million in North America in its debut weekend in December 2005. "Caspian" also raked in $20.7 million overseas.

But Disney expects the PG-rated movie, based on the C.S. Lewis fantasy series, to ride high through the coming Memorial Day weekend. The first "Narnia" tale grossed $745 million worldwide over its theatrical run.
